How much experience should mentors have?

The short answer is that mentors should have as much expirence as possible.

The slightly longer answer is that mentors should have enough expreince and demonstratable skills to feel they have something of value to offer.

There is no right or wrong time to become a mentor. If you feel you could help another writer grow in their craft, we invite you to become a mentor.
